### The Shadow Supply Chain

[Download now](/resources/user-risk-supply-chain)

Shadow IT includes any hardware, software, or cloud service employees use without IT approval. These tools and services spread faster than any review process can keep up with. Much of that usage never touches procurement, so it never lands in any inventory you keep.

That's the gap shadow IT solutions close, and the reason so many programs still miss the mark. This piece covers what these tools do, the capabilities that separate genuine discovery from allowlist theater, and a shortlist with a side-by-side comparison so you can choose what fits.

The throughline is straightforward; effective shadow IT management depends on discovery that reaches beyond single sign-on (SSO) logs to what people actually open in the browser.

## Why shadow IT happens

First, we need to disambiguate, as shadow IT is often blurred with similar terms such as shadow SaaS or shadow AI. Shadow IT is the broad category; [shadow SaaS](https://www.upguard.com/blog/shadow-saas) covers unsanctioned cloud applications, and shadow AI covers unsanctioned AI tools. Three labels, one motive.

Employees rarely go around IT to cause harm. They do it because the sanctioned path is too slow or too limited for the work in front of them. Common drivers include productivity pressure, drawn-out procurement, remote work, and a rush to experiment with new AI tools.

The method they choose is what makes the problem hard to see. When someone signs up with a personal email or a direct password, that account leaves no trace in your identity provider. Traditional monitoring never sees it, even though the data flowing through it is real.

These drivers are rational responses to friction, so the goal is managed enablement. A [blanket ban](https://www.upguard.com/blog/banning-saas-and-ai) just pushes usage further underground.

## Shadow IT risks and benefits

Unsanctioned tools carry specific risks that grow with every unmonitored account. Before you weigh the upside, name what you're exposed to:

* **Data exfiltration and leakage: **Sensitive files, source code, and customer records move into apps without data-loss controls or an audit trail.
* **Compliance violations: **Teams processing regulated data in unvetted tools can breach [GDPR](https://gdpr-info.eu/), HIPAA, or PCI DSS.
* **Unvetted third-party vendors: **Every new app is a supplier you never assessed, with its own breach history.
* **Incident-response blind spots: **You can't investigate or contain an incident in a system you didn't know existed.
* **Credential sprawl: **Reused and personal passwords multiply the ways an attacker gets in.

A high level of shadow AI added USD 670,000 to the average breach cost, according to the [IBM 2025 Cost of a Data Breach Report](https://www.ibm.com/think/x-force/2025-cost-of-a-data-breach-navigating-ai). That premium sits on top of a global average of USD 4.44 million, so tools running outside oversight carry a real price when something goes wrong.

There's a legitimate other side. Shadow adoption often signals genuine innovation, faster workflows, and higher employee satisfaction, and it surfaces gaps in your sanctioned stack. The aim is to see it clearly and decide deliberately what to approve.

## The SSO visibility gap and why identity logs aren't enough

Many discovery approaches start from the identity provider, and that's where they fail. An identity provider and SSO only record [authenticated corporate logins](https://www.upguard.com/blog/the-sso-visibility-gap). Anything a person reaches with a personal account, a direct password, or an OAuth connection (a permission-based sign-in that lets one app reach another without a password) happens outside that view.

[UpGuard research](https://www.upguard.com/blog/shadow-it-tiering-vendor-risk) found that 31.4% of vendor interactions bypass identity logs. The result is a false sense of coverage, because the inventory you trust represents only a fraction of what your workforce uses. That missing portion is often the riskiest, since no one chose to monitor it.

That gap is where the distinction between purchase-based and [usage-based discovery](https://www.upguard.com/blog/the-pivot-to-usage-based-discovery) matters. Purchase-based discovery infers your stack from expense reports, procurement records, and SSO catalogs, so it only catches tools someone paid for or federated. Free apps, trials, and personal-account logins never appear.

Usage-based discovery works from the opposite direction. It observes what people open and use, then correlates that activity to identity. UpGuard User Risk lets you apply this model through browser-extension telemetry that reveals real usage regardless of how your employees authenticate.

## Key capabilities to look for in shadow IT solutions

Before you compare products, know what genuinely separates a discovery tool from a glorified allowlist. Use this checklist to pressure-test any option:

* **Discovery breadth: **SSO-fed inventory plus non-SSO and personal-account detection, so free tools stay visible.
* **Usage frequency and user mapping: **Who uses what and how often, alongside which domains are allowed.
* **Risk scoring and prioritization: **A way to identify which shadow apps need attention first.
* **Policy enforcement: **Support for a four-state model of approved, tolerated, nudged, and blocked.
* **Permissions visibility: **The [OAuth scopes](https://oauth.net/2/) employees have granted to apps, meaning the specific permissions each app holds.
* **Vendor context: **Whether a discovered app belongs to a third party you already monitor.
* **Integration and employee experience: **Connectors for Microsoft Entra and Google Workspace, plus SIEM and API export, and in-browser nudges that reach people at the moment of use.

## Best shadow IT discovery and management tools

Compare within a category first; the tools below are grouped so you're comparing like with like.

### UpGuard User Risk

[UpGuard User Risk](https://www.upguard.com/product/user-risk/shadow-ai-monitoring) discovers and governs unsanctioned browser-based app usage. You can surface non-SSO and personal-account usage, apply four-state app policies, correlate identity-breach exposure, and cross-reference discovered apps against your monitored vendors.

* **Best for: **Organizations where the primary risk is employees signing into unsanctioned SaaS and AI outside of SSO.
* **Pros: **Non-SSO visibility, four-state policy enforcement, integration with vendor-risk workflows, and [ranked first on G2](https://www.upguard.com/g2) for third-party and supplier risk management.
* **Cons: **Not a full cloud access security broker (CASB) replacement for deep network-traffic inspection.

### Microsoft Defender for Cloud Apps and Entra discovery

For organizations already standardized on Microsoft 365, Defender for Cloud Apps and Entra offer native discovery that leans on existing logs and traffic data. Visibility is strongest inside the Microsoft ecosystem.

* **Best for: **Microsoft 365-native shops that want discovery built into tools they already run.
* **Pros: **Tight integration with Entra, Defender, and the wider Microsoft stack.
* **Cons: **Personal-account shadow SaaS can still escape detection without a browser-extension layer.

### Netskope

Netskope is a [security service edge (SSE)](https://www.gartner.com/en/information-technology/glossary/security-service-edge-sse) and CASB platform that inspects cloud and web traffic to reveal app usage across the network. It brings mature data-protection controls to that traffic.

* **Best for: **Enterprises that want network-layer visibility and inline controls across cloud services.
* **Pros: **Broad cloud-traffic visibility and granular policy controls.
* **Cons: **An endpoint agent or extension may still miss browser-only activity on personal accounts.

### Zscaler

As a cloud proxy, Zscaler routes traffic through its SSE platform to provide inline visibility and control over what users reach. Organizations consolidating on a zero-trust network model commonly use it.

* **Best for: **Distributed workforces standardizing on cloud-delivered security.
* **Pros: **Inline traffic inspection and enforcement at scale.
* **Cons: **Shares the network-layer blind spot for browser-only personal logins.

### Palo Alto Networks Prisma Access

Prisma Access delivers [secure access service edge (SASE)](https://www.gartner.com/en/information-technology/glossary/secure-access-service-edge-sase) and CASB capabilities for cloud and remote traffic, adding deep network context to shadow IT discovery. It suits teams already invested in the Palo Alto ecosystem.

* **Best for: **Organizations extending an existing Palo Alto footprint to remote and cloud access.
* **Pros: **Rich network and cloud context with broad enforcement options.
* **Cons: **Lighter coverage of browser-level, personal-account app usage.

### SaaS management platforms such as Torii, Zylo, and Productiv

These platforms focus on license and spend optimization across your sanctioned SaaS estate, using finance and SSO signals to map what you own. Shadow IT depth varies by product.

* **Best for: **Teams tackling SaaS spend and license sprawl alongside light discovery.
* **Pros: **Strong visibility into the sanctioned stack and renewal management.
* **Cons: **Discovery of truly unsanctioned, non-federated tools varies and is often shallow.

### Asset-discovery tools such as Lansweeper

Asset-discovery tools inventory devices and installed software across your environment, a different signal from usage telemetry. They tell you what's installed, not who's signing into what.

* **Best for: **IT teams that need hardware and installed-software inventory as a baseline.
* **Pros: **Detailed device and installation data.
* **Cons: **Little insight into browser-based SaaS and personal-account usage; best paired with a usage-based tool.

As a category, a [CASB](https://www.gartner.com/en/information-technology/glossary/cloud-access-security-brokers-casbs) excels at inspecting cloud traffic and enforcing policy, but its view stops at the network. Network proxies see which domains people reach and the files moving across them, yet they have limited context on what happens inside the browser session itself.

That makes it hard to tell a personal login from an enterprise one on the same domain, catch sensitive text pasted into an unapproved app, or coach someone in the moment. Browser-level tools see those details as they happen, so they can flag a personal-account sign-in and nudge the user toward an approved alternative in real time.

Pair a CASB with a workforce-discovery tool when your exposure is personal-account and free-tool usage that never crosses the corporate network.

## How to build a shadow IT management program

Tools succeed only within a repeatable process. This short playbook turns discovery into ongoing governance:

1. **Discover continuously: **Run usage-based discovery across both SSO and non-SSO sources so new tools surface as they appear.
2. **Classify and tier risk: **Rank discovered apps and vendors by real user-risk signals so the riskiest tools rise to the top.
3. **Set policy: **Apply a four-state model of approved, tolerated, nudged, and blocked so you have options between yes and no.
4. **Communicate and enable: **Deliver in-workflow nudges and a fast approval path so people always have a sanctioned alternative.
5. **Measure and monitor: **Treat discovery as continuous monitoring and track risk reduction over time.

Using a recognized framework helps you explain and defend the program. The NIST [Cybersecurity Framework](https://www.nist.gov/cyberframework/csf-11-five-functions) Identify function and Center for Internet Security Control 2 both treat continuous software inventory as a core control, which gives you a clear standard to map your discovery work to.

## How UpGuard helps you discover and manage shadow IT

UpGuard gives you visibility and policy controls at the browser, which fits when your exposure is people signing into unsanctioned apps rather than engineering spinning up unsanctioned cloud instances:

* [User Risk](https://www.upguard.com/product/user-risk): Discovers shadow SaaS and AI through a browser extension and consolidates findings with your Entra-approved apps. It then scores users with an AI Analyst and enforces four-state app-usage policies with real-time browser nudges, plus sign-in blocking on risky sites.
* [Vendor Risk](https://www.upguard.com/product/vendor-risk): Discovers and onboards vendors, then cross-references newly discovered apps against the third parties you already monitor so each one becomes a governed vendor.

## Frequently asked questions

These answers address the questions buyers most often ask when evaluating shadow IT solutions.

### What are shadow IT solutions?

Shadow IT solutions discover and govern the unapproved software your workforce runs. The strongest options combine usage-based discovery with risk scoring and flexible policy enforcement.

### How do you detect shadow IT without SSO?

You detect it with usage-based discovery, typically through browser telemetry or endpoint agents that observe activity regardless of how someone authenticated. That approach surfaces personal-account and free-tool usage that never reaches your identity provider.

### What is the best tool to discover shadow SaaS?

The best fit depends on where your visibility actually stops, though tools that observe real browser usage and map it to identity catch the most non-SSO activity. UpGuard User Risk focuses on that browser-based, personal-account discovery.

### What is the difference between shadow IT and shadow SaaS?

Shadow IT is the broad category of any unsanctioned technology, while shadow SaaS is the narrower subset of unapproved cloud applications. Shadow SaaS always falls under shadow IT, which also covers hardware, browser extensions, and AI tools.

### Can CASB alone solve shadow IT?

A CASB inspects cloud and network traffic well, but it doesn't see browser-only activity on personal accounts. Pairing a CASB with usage-based discovery covers the rest.
